quote GuFF MaNThe Fuel Cell Controller is what you need to get the car running. It is held by a Ghoul named Skeeter in the town of Gecko. He will trade it to you in exchange for the Super Tool Kit - this is actually a quest that also nets you XP. quote GuFF MaNSorry, but no. The car is only active on the world map. On the city or encounter maps [anywhere you can have combat], it only functions as a locker. quote GuFF MaNBasically, that number is half of your Charisma [rounded down]. I say 'basically', because that is not such a hard number: there are ways around it. Also, some specific NPCs will join you regardless of party count. quote GuFF MaNFor starters, anything that raises Charisma helps. This includes Gain Charisma, Mirror Shades, and the Blue Memory Module. Also, Charisma is only checked when you initially recruit somebody. If your Charisma is an odd number, chew some Mentats to go over limit by one. If you are feeling sleazy, there is supposed to be a bug in New Reno wherein sleeping with either of the Bishop women will make your party invisible. While they are invisible you can proceed to recruit another full set of NPCs, then go back to Ms. or Mrs. Bishop to get your original party members back. However, exploiting bugs could make your game unplayable or otherwise mess up some of the variables. Besides, there simply aren't that many good NPCs - see below. quote GuFF MaNObviously, personal preference will play into this, as well as whether you plan to engage in more melee or ranged combat. However, many of the NPCs can't wear armor - this limits their likelihood of surviving many combats. I would suggest the following NPCs in this order:
